- Design = look good Development = work good. Front level web design is usually html / flash and is the eye candy you see. Back level design is usually programming in PHP / ASP / Java / actionscript / etc etc and is what makes it have more functionality such as a search engine, mail functionality and other useful features.
- Very often someone building a website does both, however if you want to split these roles, then a web designer does the graphics and animations for instance and a web developer would for example set up a database and create the website itself, using these graphics and animations.

- Web Developers have to know Javascript to create applications. Web Designers don't need to know code.
- Web design is making the website layout. Web developement is creating the front and back ends of the coding.. like PHP, javascript, asp, vbscript, etc.
